Judge Kenneth N. Miller, 89, of Upland, Pennsylvania, formerly of Chester, passed away on Friday, December 12, 2025.
Born on June 30, 1936, Judge Miller grew up in Chester, attending Dewey Mann School and graduating from Chester High School in the Class of 1954. He later earned a Bachelor of Science degree from The Pennsylvania State University in 1978, majoring in Administration of Justice with a minor in Community Service. He completed his degree while balancing demanding professional responsibilities and public service.
Judge Miller was a veteran of the U.S. Army National Guard, serving from 1958 to 1964.
His professional career began in 1959 at the Scott Paper Company’s Chester plant, where he started as a stevedore on the docks. Over the years, he advanced through the ranks, serving as Quality Control Manager and Safety & Security Manager, before becoming International Director of Safety & Security at Scott Paper’s world headquarters in Essington, Pennsylvania. He retired from Scott Paper in 1988.
While still working at Scott Paper, Judge Miller began what would become his defining public role. In 1968, he was appointed Magisterial District Justice, a position he held for 44 years until his retirement in 2012, making him the longest-serving active District Justice in Pennsylvania at that time. During his judicial career, he adjudicated an estimated 215,000 cases and earned deep respect across the Commonwealth from fellow judges at all levels of the court system, as well as attorneys, prosecutors, and defendants, many of whom left his courtroom feeling they had been treated fairly and with dignity.
Judge Miller was deeply involved in professional, civic, and faith-based organizations throughout his life. He served as Past President of the Delaware County District Justices Association, received the Delco Themis Service Award from the Commonwealth of Pennsylvania District Justices Association, and was honored with the NAACP Chester Chapter Freedom Award.
He was a member of Penn Lodge No. 709 F&AM, served on the Chester Rural Cemetery Board, and was an active parishioner at St. George Greek Orthodox Church, where he held leadership roles including Parish Council member and Pangari Captain. He was also closely connected to the Upland Athletic Club and the Upland Fire Company, where he was an honorary member and sponsor of the annual Kenny Miller Award.
Never content to slow down, Judge Miller began teaching Criminal Law at Chester High School in the early 1990s, quickly becoming one of the school’s most respected and popular teachers. Teaching reflected his belief in accountability, opportunity, and guiding young people toward better paths.
At the center of Judge Miller’s life was his family. He often said his greatest pride was his five sons and credited his late wife, Shirley, with making his achievements possible through her steadfast support. Together, they spent more than three decades sharing summers in Wildwood Crest and traveling widely with family. He was also a devoted sports fan, proudly attending numerous Ohio State football games and major bowl appearances involving his son.
Judge Miller will be remembered for a life defined by service, sacrifice, and self-discipline. He quietly helped flood victims, supported families in need during the holidays, redirected young people away from a life of crime, and assisted others in their efforts to reclaim sobriety. His commitment extended beyond his own family, including helping raise significant funds for Juvenile Diabetes research in honor of his grandson.
He was preceded in death by his parents, Nicholas and Helen Miller; his wife, Shirley A. Miller; his sister, Calliope Miller; his brothers, Peter, Costa, and Veneta Miller; and his daughter-in-law, Stephanie Miller.
Judge Miller is survived by his sons Michael (Linda), Nicholas (Mary), Kirk (Kim), Christian (Jane), and Daniel (Gia); his sister, Irene Kavros; fourteen grandchildren; thirteen great-grandchildren; and several nieces and nephews.
Visitation will be held on Thursday, December 18, from 6:00 to 9:00 p.m. at Minshall Shropshire-Bleyler Funeral Home, Middletown Township, and on Friday, December 19, from 9:30 to 10:45 a.m. at St. George Greek Orthodox Church, 30 E. Forge Road, Media, Pennsylvania.
The funeral service will follow on Friday at 11:00 a.m. at the church. Interment with military honors will take place at Chester Rural Cemetery.
